Under current policy, the university investigates students who report sexual assault for violations of the school’s strict honor code, which bans premarital sex, same-sex dating, alcohol consumption and being in the bedroom of someone of the opposite sex, among other things. This means a student who reports a sexual assault could end up being placed on probation, suspended or expelled if the university finds them to have been in violation of the honor code.

No. It is in the United States of America. It is the Brigham Young University in Utah. It is a privately owned university run by the Church of Jesus Christ of Latter-day Saints, also called the Mormon church.
Society blaming the victim in sexual assault cases is nothing new. It is one of the main reason that many such cases are not reported. But to have it institutionalised is uncommon. Islamic countries do it by prescribing cruel punishments to rape victims. It seems a university in USA is also doing something similar in the name of religion. Should an enlightened society tolerate such gross violations of human rights?

Does anyone really believe the mormons have changed their religious dogma (re:black people, native Americans or jews)? Only in what they say publicly, but not behind closed doors. And it definitely hasn’t changed toward women.
Like any other abhorrent religious belief, it won’t change until the collection plate total declines.
