I gather this is about the ice of the river Dvina (Daugava, it’s called Väinäjoki here) river breaking? Has the ice formed ice dams on the river, causing floods? They seem to state some water levels in the article (can’t understand Latvian).

Yes, there was flooding this year again. Down near Daugavpils (south) and then a bit downstream from there, four villages were flooded out and they closed several of the local roads. The township in the video is further downstream, they had some flooding but nothing extreme this year.
