Actually, septum ornaments aren’t that rare these days. It was relatively popular among punks back in the day, and they continue to be a fashion statement item.
Impractical for northern Scandinavia in winter. They would get in the way of blowing the nose.

Maybe that was the point? Gets pretty warm in Peru? But unlikely to be useful, I guess, once the ambient rises above body temperature.
