What I read there is that anyone on an IRA who qualifies gets $1 for every $2 put into the IRA, up to the limit of $1k for $2k.
It’s no good for people without much disposable income, but for at least some it may be helpful.
Every bit counts, and it’s better than a tax credit.
i would pay a thousand a year just to tell him i hate him. he’s profiting off this in some way, right? pocketing some amount of the interest. i know he is.

looks like it’s replacing the tax credit, so i have to go out of my way to sign up for it in order to make up for losing that! double whammied for not wanting to participate. seriously, god damn.
edit – altho it’s actually totally ambiguous on that point, maybe u still get it just by filing your taxes and i wouldn’t have to go out of my way.
also would be interesting to know if there are people who could qualify for the old tax credit but are excluded from this one, and thereby get fucked for no reason with no recourse.
