What is the technology? If it is fluoroscopy, they are exposing folks to a lot of radiation. Or is it more like what is used at the airports?

Yep, Santa Monica. Filmed on Third Street Promenade to be exact. The Promenade is a tourist destination and gets a grand cross section of the populace. Used to live walking distance from there.
