That’s a scout trooper from Return of the Jedi, the majority of the storm trooper ranks were filled with human recruits by then. ;)

I’m not sure what’s up with them, but I see those guys outside Comics Dungeon pretty frequently on Sundays. This weekend is free comics day, so I imagine they’ll be out in force.
