I don’t think one should ever depend on die out, ideas may never die.

I personally think that most major social changes are significantly due to the old people who hold on to them dying out. Many things have changed over time: attitudes towards race, the role of women, etc. The argument in favor of marijuana legalization does not have the same force as those others because they are based on the principle of equality and fairness and that is much more powerful.
