I planted milkweed about eight to ten years ago, and it has spread around the yard periphery. But I have never seen a monarch. I don’t think they pass through north central Washington state.

Ah, apparently they do show up in central Washington, mainly along the Columbia River, but certainly not in droves. https://wdfw.wa.gov/species-habitats/species/danaus-plexippus#desc-range
