Not that it’s a good idea to go all biblical on Free Thought, but the Hebrew in the various stranger/foreigner translations actually means “Non-Hebraic Monotheist,” i.e. non-members of the tribes who recognize yhvh as the only gawd.
Whether or not the category includes Christians and Mohammedans is a matter of long debate.
Various heathens/rationalists/atheists such as myself aren’t covered.
