He didn’t want to have that conversation. He tells us that “[feminists] take things too far,” but then recommends packing. This is not someone who is thinking at all about the words he is saying. Imagine if a woman actually shot a catcaller (after a suitable period of escalation). His reaction wouldn’t be, “I’m so glad to see women finally sticking up for themselves.”
So why was he there? Because he didn’t want anybody to have that conversation.
