Watching this from over the pond I’d say he is more of a stranded jellyfish with what looked like his octopus arms turning out to be seaweed drying in the sun and pulling away from his body.
I think any apt metaphor would be a parasite. And not even one of the cool ones like a parasitic wasp. He’s a tapeworm.
