Jackson: Welfare Worse Than Slavery

“Bishop” E.W. Jackson, Republican candidate to be the next lt. governor of Virginia, continues to say things that are just batshit crazy. Listen to his bizarre explanation of why government programs to help the needy are worse for black people than slavery was.

JACKSON: My grandfather was born there, to a father and a mother who had been slaves. And by the way, their family was more intact than the black family is today and I’m telling you that slavery did not destroy the black family even though it certainly was an attack on the black family. It made it difficult but I’ll tell you that the programs that began in the ‘60s, the programs that began to tell women that “you don’t need a man in the home, the government will take care of you,” that and began to tell men, “you don’t need to be in the home, the government will take care of this woman and take care of these children.” That’s when the black family began to deteriorate. In 1960 most black children were raised in two parent, monogamous families. By now, by this time, we have only 20% of black children being raised in two parent, monogamous families with a married man and woman raising those children. It wasn’t slavery that did that, it was government that did that, trying to solve problems that only God can solve and that only we as human beings can solve.

For crying out loud, one of the horrors of slavery was how it ripped black families apart, selling off spouses and children. And does he really believe that marriages by black families fell apart because they knew that the woman could get help from the government to keep her children from starving? Is the alternative to that, having women stay in bad marriages because they would otherwise not be able to eat or support themselves? Funny, the wingnuts love to talk about the horrors of “dependency” on the government, but they get downright nostalgic about the days when women were dependent on men in order to survive. That’s why so many women were stuck in abusive relationships in the past, because they had no other options. That’s not a good thing, but the wingnuts act as though it was some long lost garden of Eden.

    I don’t know whether or not public aid really has greatly contributed to the rise of single parent households among the poor and minorities. But if discrimination against married couples has contributed to the pressure on intact families, I will have to point out that the main cause of this was the idea that if an able bodied male was living in the household, then there was no need for public assistance. Get a job, you leech!

    That’s right. If public assistance has contributed to the break down of families among people of color and the poor, then the cause is ultimately on the restrictions placed on it to placate conservatives who live under an obsessive fear that somewhere someone who is undeserving will take advantage of the system.

    I’m sorry, I need to see statistics showing there were more intact black families in the 60’s. I also need to see the statistics that the percentage of intact black families has increased since the advent of work-fare and welfare reform. Since these reform programs go back to the age of St. Reagan, there’s been plenty of time to discern any such trend.

    It seems to me that the government has had an awful lot to do with the breakdown of black families — what’s the current incarceration rate due to drugs among the black population? Without the government’s War on Drugs, many of those men might be around to help out!

    Gee, it’s too bad this guy is getting so much press. It almost seems like the press is ignoring Ken “Kookoo” Cuccinelli, who’s running for Governor on the he-man-woman-haters-party ticket.

    Lucky thing he’s got some idiot keeping the reporters entertained and making him look almost sane, or someone might notice that the gubernatorial race might be important, too.

    Given that a fair number of those mothers were probably underage when they started having children, it’s a pity welfare wasn’t accompanied by sex education and free and easy access to contraception and abortion as a last resort. I wonder if Jackson is one of those people who believe contraception and abortion are racist eugenic ploys? Or say they do anyway.

    Exactly. Women should be dependent on men (and god), and men should be dependent on god, firectly via praying for things to get better and indirectly by getting a pittance of assistance from the church after groveling sufficiently. Government welfare means that people don’t have to grovel before their abusers to get by, which authoritarians hate.

    My dad believes this. (That welfare destroys families, not that it’s worse than slavery.) I think that the reasoning is that single mothers can get more assistance than a two-parent household on the theory they need more, therefore, fathers are put in a position where the best thing they can do for their kids is abandon them if the government can provide better than they can. I’m pretty sure this is not rooted in how the programs actually operate.

    This is a twisted version of a feminist argument against the structuring of the social safety net in the US (not its existence, mind, just its structure).

    Welfare in the US (what used to be called AFDC and now is called TANF) was started during the Great Depression and was only available to widows. It was moderated slightly, but through the 1980s if there was an adult male in the household there was actually much less help available. (It’s been a while since I looked at it, but I seem to recall you could get food stamps and maybe Section 8, but not the AFDC cash grant.) This did actually have the effect that, if a man couldn’t get a job, the only way his family could get help was if he moved out, which could certainly be argued to break up marriages, or I suppose prevent them. However, what “Bishop” Jackson isn’t saying is that this was only a particular problem for black women because of the persistent lack of employment opportunities for black men. Fairlie and Sundstrom (2001, “The racial unemployment gap in long-run perspective”) demonstrate conclusively that black men have had a higher – sometimes significantly higher – unemployment rate than white men throughout the 20th century, whether the economic conditions were good or bad.

    So actually, Jackson’s sort of correct that the structure of the US welfare system has been horrible for poor black families in particular (and poor white families, too). To argue that it’s worse than slavery, however, is breathtakingly stupid, verging on criminally so. Not being able to live together is absolutely nothing like being married, impregnated, and/or sold off at someone else’s convenience, never to see one’s family again.

    I not infrequently hear Sons of Confederate Veterans* types claiming that black people absolutely loved them some slavery as evidenced by their dancin’ and singin’** at night. They also argue they were better off (because, I guess, they think they’re too stupid to be free and live their own lives).

    * Motto: “Why, yes, we DO know that war was over 150 years ago and we got our asses kicked. But only because the Yankees cheated by using superior numbers, firepower and tactics.”

    ** What, were they going to watch TV? After 12 hours in a cotton field, I believe I’d be quite happy to be singing, if only temporarily, as entertainment and forget my cares for a while.

    So…
    1. The Drug war and racism in general leads to a disproportionately high number of black males being incarcerated.
    2. Racism-exacerbated unemployment leads to a higher dependency on welfare, which encourages male partners to at least be out of sight when the household is being assessed.
    3. One reliable and relatively prejudice-free source of jobs and incomes is the US military, which removes males from their households (sometimes permanently), which stresses families.
    4. Privatized school-to-prison pipelines favor moving black kids (whose parents have fewer legal and financial resources) into the for-profit jails.

    And yet…
    While welfare has been tightening up requirements and setting time limits since Reagan, black families continue to disintegrate.
