    I’m no expert, but these look to me like sphecid (thread-waisted) wasps in the genus Ammophila, possibly Ammophila femurrubra if the pic was taken in Arizona. The headstand resembles their posture when they’re provisioning one of their burrows with a nice juicy caterpillar; maybe the behavior can be triggered during a mating attempt or something.

    It’s like those scenes in kids shows where 5 small creatures occupy a great-coat and a pair of gumboots. “Look, really I’m one large, very strange human.”
    Without the great-coat.
    I think I’ve just strengthened the argument for “conga line”. :)
